I have the honour to acknowledge the receipt of your letter No: 34133 1911 of the 4th November, and to most respect- -fully offer the following reply thereto.
2. I did not understand that the enclosures to
your letter of 14 June were intended to represent specific
charges against me, but gather from that now under reply that
such is the case.
3. I find it difficult to discover, however, what the actual charges are. But they appear to be

That I restricted my enquiry into the working
of the new scheme for the collection of
fees &c: to interrogation of my own subor-
-dinates.
That I was guilty of falsehood when I told
Messrs Messer and Osborne that the scheme
was working smoothly and well, because I
was able subsequently to discover that the shroff had in isolated cases collected mo-
-ney in defiance of my orders. That I considered it advisable to use up the
old stock of forms from motives of economy.
